原因

该版本不支持 Windows 10 build 1903。

解决方法

  1. 还原为使用版本 LTSB 1607 的 Waters Windows 10 官方映像。Empower 3 FR4 SR3 已使用此版本进行测试，并且得到 Waters 的官方支持。
